So, I think I’ve got an explanation for the Fermi Paradox:

It wasn’t until the second half of the 20th century that we became able to look for electromagnetic signals, etc.

This is roughly the same time programmes like Doctor Who and Star Trek started—programmes we’ve been beaming into space, as well ‘round the world.

SO, perhaps aliens are scared to communicate with our planet because they think that we’ve got powerful, unflappable Time Lords and space travellers protecting us.
